Letter Commends Yard
"On October 31, 1961, USS Norris(DDE859) Completed modernization ( FRAM II ) in your shipyard. While you are looking forward to working on other ships and we are looking forward to Fleet Operations, it is fitting that we take stock of Norris's stay in the shipyard.

​" The Fram II on the Norris was conducted in an orderly fashion. We found the personnel on all levels cooperative and competent, and desirous to complete the ship on time with good quality workmanship. All of us met men whom we will always remember for the qualities they exhibited which makes them professionally and personally "Good People". This is a dividend which makes Norrismen happy that we passed your way.

​" Still looking back over our stay with you, have attempted to determine why Destroyermen consider Philadelphia the best yard in the East. The answer is a simple one: " You are "Fleet" minded and "Fleet" oriented.

​With this spirit, the will to exceed; cooperativeness, enthusiasm, and quality of workmanship are natural results. Your Commander's policies of guarding against complacency and willingness to try new ideas and methods give direction to your efforts.

​"Our thanks to you for your part in delivering to the Fleet a combat-ready destroyer. It is our hope that the Philadelphia Naval Shipyard will always have the opportunity to keep out fleets ready."

​I am particularly proud to note the fine above letter received from our most recent "satisfied Fleet Customer"

​We and other shipyards receive many letters of commendation and appreciation and are always pleased and honored by them. However, this letter indicates success in areas in which I am most anxious to have our customers see positive results. These are:

  • ​Fleet mindedness
  • ​Will to exceed -- in quality and time.
  • ​Leaving the impression that we are individually "Good People" doing our best professonally and personally.
If we keep those qualities ever before us and add maximum economy ( In the customer's eyes--not ours!), that "Best Naval Shipyard' label will follow -- without question.
