Captain Longhi was born in Lansford, Pennsylvania. He graduated and was commissioned from the University of Notre Dame in 1951. Subsequent education includes completion of the command Communications course at the Naval Postgraduate School, Monterey, California in 1958, and attendance at the Armed Forces Staff College in 1965.

​His sea duty includes service in USS TURNER (DD-834) and USS MACON (CA-134); Command of USS BUNTING (MHC-45) and a tour as Executive Officer of USS JOSEPH P. KENNEDY Jr. (DD-850) prior to assuming command of USS NORRIS in December, 1968. He was a Commander at that time. He has had shore duty in OPNAV in the Communications Plans and Policy Branch and on the Staff of Commander in Chief, Naval Forces Europe as Communications Operations, Plans, and Readiness Officer. During this tour he also served, on an additional duty basis, on the Staff of Commander in Chief Europe as U.S. Member, Allied Communications Agency, a NATO organization that deals with all aspects of naval communications. Captain Longhi's next duty station was as Commanding Officer of Naval Communications Station Cam Ranh Bay, Republic of Vietnam.
