John McQuesten, Jr., was born 31 July, 1929 in Great Barrington, Massachusetts, to John T. and Gladys H. McQuesten who now reside in Agawam, Massachusetts. He attended Agawam High School prior to entering Columbia College, Columbia University on an NROTC scholarship. Following graduation from Columbia he was commissioned Ensign, USN in March 1953 and was subsequently promoted to the grade of Commander to rank from 1 July, 1967.

​Following commissioning, Commander McQuesten served as Main Propulsion Assistant and Engineer Officer in USS VESOLE (DDR-878). He later received flight training at Pensacola, Florida and after being designated a Naval Aviator in June, 1955, he served a tour as a Primary Flight Instructor. Subsequent tours of duty included Carrier Airborne Early Warning Squadron TWELVE; Staff, Commander Destroyer Development Group TWO; USS FRED T. BERRY (DD-858); USS SAN MARCOS (LSD-25); and the office of the Secretary of Defense where he served as an Assistant Deputy Director, Administration for the International Planning Staff of the NATO Military Committee. While serving in the latter capacity Commander McQuesten was awarded the Joint Service Commendation Medal for outstanding performance of duty. Commander McQuesten served as Executive Officer, USS KEPPLER (DD-765) from December 1966 to September 1968. He comes to NORRIS from duty as Operations and Plans Officer on the staff of Commander CruiserDestroyer Flotilla 2
